The Cellular Network Operators in few developing countries sell different Models of Cell/Mobile Phones of different Brands to the demographic population in the country. In the process, most often these Cellular Service Providers or Operators provide subsidiary on the Cell Phones to the customers. Now these Cellular Service Providers/Operators expect the customers to remain with them for a long period. So, the price incurred by the Cellular Service Providers /Operators on the handset, gives them the chance to collect the cost in due course as well as a profit is also earned on it.

Hence, most of the Cell Phones provided to customer don't comply or accept the services of other Cellular Service Providers /Operators. This type of blockage of services by Cellular Service Providers /Operators is known as Locking of Cell Phones and is performed by operating Software or at times embedded in the processing chip.

Now the government policies, in such countries have changed either due to litigation or public outburst. Cell Phones available in these markets are now free from above mentioned restrictions. Cell Phones are bought & sold in the open Market where end user is free to choose the type of Cell Phones, as per his/her usages. The Cell Phones which is sold in free open market at MRP by different Brands according to the specification & features keeping in mind the competition from other respective Brands is termed as Unlocked Phones.
